Strategjia e Fondacionit “Soros” në Shqipëri ka evoluar në përputhje me zhvillimet e shoqërisë shqiptare. Nga një institucion që ka funksionuar për një periudhë relativisht të gjatë në një rol kryesisht grantdhënës, Fondacioni është  shndërruar gradualisht në një institution që luan një rol më të drejtpërdrejtë në  tema me interes për vendin dhe shoqërinë shqiptare, duke u shndërruar kështu në një aktor  të rëndësishëm në vend. Për periudhën 2010-2011, përparësitë e fondacionit janë:
  1. Nxitja e qeverisjes së mirë dhe të reformave të integrimit në BE.
  2. Nxitja e mundësive për përfshirjen sociale.
  3. Nxitja e të drejtave të njeriut dhe shtetit të së drejtës.
Për realizimin e këtyre përparësive, Fondacioni do të synojë:
  1. Forcimin e përgjegjshmërisë së zyrtarëve ndaj publikut, ndihmesën për përmirësimin e shërbimit publik dhe rritjen e pjesëmarrjes së qytetarëve
  2. Dhënien e ndihmesës për progresin e Shqipërisë drejt pranimit në Bashkimi Europian
  3. Dhënien e ndihmesës për procesin e decentralizimit dhe për forcimin e sektorit të shoqërisë civile
  4. Rritjen e përfshirjes nëpërmjet aksesit të përmirësuar në arsimim dhe kujdesin shëndetësor cilësor
  5. Rritjen e mundësive për Romët
  6. Dhënien e ndihmesës për përmirësimin e statusit të grave në shoqëri dhe për të luftuar diskriminimin
