The Network of Open Society for Albania (NOSA) and the Election Administration Agency (ECA), supported by Soros Foundation, made a public presentation of the recommendation document on the electoral reform. This document is a product of a long range of discussions of the civil society and experts of electoral issues, good governance and human rights protection.
The document issues special recommendations for some of the sharpest problems of the reform, among which the electoral system and administration, the process of voting and vote counting, funding of political parties, media, domestic and foreign observers and the referenda.
At the public presentation of the document “Election practices and elections” attention was drawn to the low rhythms of politics for this reform. The concern for the delays becomes more prominent as the electoral reform contains such elements as the national register and the supply with identity cards that need a long physical time to be realized.
The document with the completions made is addressed to the Assembly of the Republic of Albania, parliamentary groups, the ad-hock Parliamentary Committee on the Electoral Reform, President of the Republic, political parties, media, diplomatic representatives and international bodies present in Albania.
