In the local elections 2007 the Open Society Foundation for Albania provided support to the project on the Parallel Counting of Votes. Although a novelty in Albania’s conditions, the project was successfully implemented by the Elections to Conduct Agency (ECA) and the Movement Mjaft. The project was successful in providing information to the public in real time as the counting process was being finalized and commissioners signed off on counting results. This was a valuable contribution to the enhancement of election transparency. Accredited observers were stationed in 11 main towns of the country and transmitted the information live from the ballet counting stations. The unofficial information was posted on the respective website of the project and was accessed by the greatest part of the electronic media in the country.
The successful implementation of the project Parallel Counting of the Votes had a positive effect on the assurance of some of the critical election standards. Thanks to the speedy processing and publishing of the data and the extensive media coverage, the project pressured for enhanced transparency, fast and reliable information, increased civic involvement and, generally, the guaranteeing of the fair counting of the people’s vote |
