Independent experts from the field of economy, supported from the Open Society Foundation for Albania – Soros (OSFA), organized a press conference introducing the third report of the ‘’2008 Budget Monitoring’’ project. The project was launched in January this year and shall end in April of 2009. The study was aimed at providing an analysis on the publication of budget legal procedures, effectiveness of use of funds, recognition, and transparency of the process to the wide public.
The third report highlights realization of the main budgetary indexes and the public expenditure programme according to the ministries and priority sectors for 2008. Part of this report was the analysis of fiscal and budgetary indexes for the period from January to August of 2008. In particular, the report unfolds for the public, media and state institutions, the situation on budgetary expenses for some of the most important ministries, in particular for the Ministry of Transports, Health and Education as well as problems that accompany this process.
In this project, OSFA engaged distinguished experts in the country, such as Adriana Berberi, Gjergj Teneqexhiu, Selim Belortaja, Arjeta Abazi, Olta Milova and others. Findings of this report and its recommendations were widely reflected in the media, and a copy was sent to the Assembly’s Committee on Economy, to central institutions, representatives of local government and others. |
