Albania has entered into the electoral campaign phase for parliamentary elections of 28 June 2009. Internal and external factors have stressed that standards of these elections are crucial for the European future of the country. But, despite elections, politics is amongst the sectors suffering the most from the financial informality in the country. Although the Electoral Code provides for a legal act for public and non-public funding and an institutional frame for controlling these funds, in practice this process is still not transparent. There are a lot of signals showing that parties spend more money than the sum allocated by the state budget and the declared private contributions. In essence, although the private political funding is indispensable to cover the costs for running a party and costs at a campaign period in a democratic society,they also become a source of corruption when given in an informal manner.

Stemming from this situation, the “Soros” Foundation, the Forum of Free Opinion and the Institute for Research and Development Alternatives, upon the support of NED (National Endowment for Democracy), through a press conference, introduced the project on monitoring of expenses of five political subjects, namely the Democratic Party, the Socialist Party, the SMI, the Republican Party and G99. This project is carried out for the first time and shall monitor public ads, TV advertisements and electoral meetings. Various monitoring methods shall be used during the monitoring process to identify the electoral expenses of political parties. These data shall be added and compared with funds declared by the parties to have been received from the state budget and the private donors. A study shall be prepared at the end identifying not only real sums expended, but also containing recommendations for the decision-making structures to ensure legal regulation and accurate monitoring of funding of political parties.  Despite the collected data, this study shall offer possibilities to interested subjects to dynamically follow appearance of pieces of advertisement of all the political subjects and politicians in the five main TV channels.
