The “MJAFT” Movement, supported by the Open Society Foundation for Albania, Soros, published the third report of “I vote” project, including the period from January to June 2007.  During the monitoring work, the project has observed the presence of MPs in the Parliament, implementation of its Rules of Procedure and compliance of the electoral pledges with the law-making initiatives in the fourth parliamentary session, and other issues.
 
Stemming from the confrontation of electoral promises, the report highlights that the DP parliamentary group has included in its agenda 23 legal initiatives, the RP parliamentary group has discussed 30 initiatives and the opposition has discussed no initiative. With regards to the manner the MPs have voted for as regards the citizens’ concerns, the report speaks about 45 legal initiatives, marking an improvement compared to the previous session.

The MP commitment in the parliamentary sittings and debates keeps being a sensitive problem during this parliamentary session. The report identifies 19 parliamentarians that have spoken no single time during the reporting period. The report is critical in terms of the “Sollaku 2” enquiry committee, and the reform in the judiciary, while draws the attention in the bill of expenditures of the MPs, which, according to the report, is amongst the highest in Europe.
